No, it has to enter the blood stream, whether the drugs come in via the lungs, injected straight or through the stomach, some how they must reach the blood to have an effect.

Well, if you have an open wound, I guess, but it's unlikely. Drugs like heroine are injected into the bloodstream, so if you had an open vein and it touched the drug then I guess it could happen. Crack is ingested by snorting it up your nose, so I don't think it could enter your body by touching your skin.

No. It can't be absorbed through the skin.
